The film is based on a series of real murders of homosexual men that took place between 1962 and 1979 in New York City. In 1977 and '78, New York homosexuals were terrorized by a series of "bag murders," in which six male victims were mutilated and dismembered , their remains wrapped in black plastic bags and dumped in the Hudson River. Some of the grisly fragments washed up on the New Jersey shore, others coming to ground near the World Trade Center.

A defecting Soviet scientist is hit by a nuclear explosion near Yucca Flats and roams around as a beast. 

The movie was filmed without a soundtrack. Narration, voiceovers and some sound effects were added in post-production. To avoid having to synchronize the audio to the picture, characters only speak when their faces are either off-screen or not clearly visible due to darkness or distance. Likewise, during scenes in which firearms are used, the muzzles of the guns are usually out-of-shot when the weapons are fired. Extensive narration is used in lieu of plot points being conveyed through dialogue.
